What was that movie? possibly with Robin Williams.?

I only vaguely remember the plot from childhood so it might have been released in the late 90's or early 2000's. But all i remember is that there was a man (possibly Robin Williams) and his job was to review and create a sort of a first person eulogy type thing for a person after their death by viewing all their life experiences that were collected by a chip in their brain or something like that. but it turned out that the life synopsis guy had the chip in his brain and a requirement for that job was not having that capability. and then the last detail i remember is that once he found out he had the chip or whatever it was he went to some underground tattoo place that placed tattoos in places that blocked the signal to the chip so youre life was once again private and started the procedure (it takes a few months i think). i know this was rather disconnected and vague but any help would be appreciated!
