Can red light cameras give you a ticket other than running a red light?

I herd that they are recording 24/7 video on the red light cameras. If a car was driving recklessly and or street racing or doing a " burnout " could you be given a citation or punished in any way? Or are they strictly for people running red lights? Thanks a bunch have been very curious.
