Why do government consider "man made rules" to be acts of sin?

If you break a "man made law" why do some people say your going to "hell" when "god" didn't say "you shall not j-walk" "you shall not run a red light" "you shall not show your 11 inch penis in the hall way at work to your female friends or you'll go to hell" "you shall not cuss out a police officer to their face or you'll go to hell" alright, sorry but you know what I mean? That's so ridiculous. I don't believe in hell anyways for the comments that may be coming from this, but you get the point.
